The scale of this process affects substantially not only the economic and political mechanisms of international flows regulation, but also the distribution of powers and priorities of major world market participants. From this evolves an objective need to form a new research area – international regional economics. There is not one strategic plan for all enterprises. A strategic plan is tailor- made for the specific conditions of a firm. What can be done is to offer a phase model for strategic planning and to refer to specific tools to execute different tasks in the respective steps of the planning process. The presented phase model considers the basic values and principles of the top management, the options and restrictions of the environment and derives realistic long-term firm’s objectives. This is followed by a strategic analysis of the firm’s strengths and weaknesses. This includes an investigation of internal structure, legal forms etc., but also of resources, potentials and competencies of the firm that are important to compete in the market. Based on the findings of the previous steps, a search for formation and an evaluation of strategies takes place. Finally, actions and specific targets have to be determined and a strategic control system has to be implemented. Key words: Corporate planning, strategic analysis, strategic planning. |

The article analyzes the changes which have taken place over 1995–2005 in the positioning of western regions of Ukraine with regard to their participation in the nation-wide foreign economic relations. The author investigates the influence of the new situation on these relations in the frontier regions after admission of the neighbouring countries to the EU, as well as the dynamics of foreign trade and investment cooperation in these regions in comparison with the development of relations between Ukraine and the EU as a whole. The author accentuates the need for increased attention to the development of external economic potential of these regions as a contact area between the economic complex of Ukraine and the integrated economic area of Europe. |

Bilateral relations between Ukraine and Turkey are strategically important for both countries as a part of planned integration into the EU. It is feasible to adjust the trade structures before establishing free economic modes. It is necessary that Ukraine insist on such a trade policy, which will ensure it does not become a raw material appendage for Turkey. |

Poland's integration into the EU's division of labour: a benchmark for Ukraine?

The paper focuses on the Polish transformation process as well as on the structural adjustments in its trade patterns in the course of transition and integration into the European Union. The Polish «road to Brussels» might serve as a benchmark for institutional transformation and economic development of the Ukraine willing to integrate into the EU division of labour even though the EU does not grant an explicit accession perspective. Regarding systemic transformation, Poland has undergone a thorough process of institutional change to create a functioning market economy and to adjust to the acquis communautaire. The statistical analysis and a gravity model of Polish trade relations show that the country has successfully integrated into the EU Common Market although the degree of integration with the other EU members varies substantially, notably for Polish exports. The sectoral analysis of Polish trade flows reveals that the technology content has increased significantly, indicating the participation in advanced production networks. Romania and the European Union enlargement

The article considers the issues of Romania's membership in the EU. The author compares the EU’s «Eastern» enlargement of 2004 with previous enlargements. As it turns out, the EU becomes poorer with every next enlargement: its per capita GDP decreases every time compared with per capita GDP of the six constitutor countries (Belgium, France, Germany, Italy, Luxemburg, and Netherlands). There are also sufficient economic arguments for postponement of Romania's accession in 2007 (or 2008). Romania does not exhibit the same macroeconomic stability the other countries of south-eastern Europe do; its welfare is lower, and its progress in building market economy is slower compared to the countries that joined the EU in 2004. Moreover, Romania achieved little progress in fighting corruption. Finally, the author discusses the consequences of the rejection of the EU constitution by the French and the Dutch in 2005. In view of the ratification problems, five options are suggested as possible solutions to the problems. The most probable is that the EU will proceed on the basis of the Nice treaty and political agreements. Further enlargement of the EU will be much more difficult to realize than in the past. This does not apply to Bulgaria and Romania, since the accession treaties were already signed in 2005, and they will join the EU in 2007 or 2008. However, this does apply to Croatia and Turkey, with whom the EU opened accession negotiations in October 2005. Key words: Enlargement, European Union, Romania. |

This article is devoted to investigation of actual problems of using technical analysis at the Forex market. Basic attention is paid to practical aspects of the analysis. This problem is not fully studied; therefore, the existing methods require systematization, while new opportunities for instrument combinations must be researched. The author offers a new classification of technical methods, which includes a synergetic approach as one of the forecasting instruments, selects the most effective methods for every pair, and suggests a way of using the synergetic approach together with classical methods.
