The emergence and development of creative economy in the contemporary global society poses challenges to the theory and practice of classical views on management. The aim of the study is to identify the main principles for creative management for modern organizations. The tasks of analysis of characteristics of the creative organization in historical retrospective are based on the views of classical theory and practice of management are solving and establishment of creative management in global environment as a tool of effectiveness of building a new socio-economic system with purpose of achieving this goal. Creative management is considered in the context of synergy of creativity, innovation and ethical business.

The development of the European economy in the 21st century will be determined by many exogenous and endogenous factors. Most of the EU countries are highly competitive and have good indicators of innovative development of their economies. These are the necessary conditions for the implementation of the 'Europe 2020' strategy based on the knowledge economy, innovation and sustainable development. The EU leadership in global economy has been weakened by internal economic crisis, exit of the United Kingdom from the EU, refugee crisis and Russian expansionist policy and annexation of the Crimea. The EU leadership is to be secured in the coming years by deepening political union (common fiscal policy, euro-army, coast guard, Europol, common foreign policy, direct election of the President of European consul and the Commission), cohesion policy and strong development policy, creation of new EU funding programs for the member and candidate countries, enlargement with the accession of new member countries from the Western Balkans, Ukraine, Moldova and Georgia, Iceland and others countries.

The article studies the problem of choosing an exchange rate arrangement in Ukraine with priority given to socio-economic living conditions of its population. The concept is based on the assumption that monetary policy should lay the basis for solving the problem of bringing the population’s welfare closer to average European indicators. In Europe, Ukraine ranks among countries with the lowest average wages (173 euros) and pensions (63 euros). In addition, the hryvnia is one of the most undervalued currencies in the world. In view of this, it is necessary to reconsider the country’s exchange rate policy, which is currently based on the free-floating arrangement for the Ukrainian hryvnia. This arrangement will conserve the population’s impoverishment for many years to come, stalling all processes of economic and social development and postponing the country’s Eurointegration plans for an indefinite period of time. Exiting from the economic and welfare crisis should be based on the exchange rate mechanism. For that, it is necessary to revalue the hryvnia’s exchange rate so that to bring within a relatively short period of time the size of wages and pensions (as measured in the currencies of developed countries) close to the level observed in Ukraine one year prior to the beginning of the Russian aggression against Ukraine and the start of the anti-terrorist operation. Further revaluation will be supported by the country’s economic development. In considering exchange rate arrangements, in particular an official dollarization and a currency board arrangement, the authors approach the concusion that it would be feasible to build the country’s exchange rate policy upon the model of the currency board arrangement. However, since the exchange rate is derived from the balance of payments, this task can only be achieved by healthening the country’s finance and using the reserves that are “intuitively obvious”. The majority of them are well-known, while some of them are only gaining in popularity. These include: financing the budget deficit through bond issues; de-shadowing of the economy; de-offshoring; encouraging import substitution; restraining the flight of capital; increasing the transparency of the banking sector; preventing the concealment of foreign currency profits abroad; expanding the spheres for circulation of the hryvnia as domestic currency; special foreign exchange arrangements with “law-abiding” companies; attracting foreign currency cash holdings of the population into the banking sector; expanding the practice of inter-governmental foreign currency swaps; using the non-convensional instruments of monetary policy by the National Bank to repurchase securities and debt obligations.

INTER-STATE BUDGETARY DIFFUSION IN SUPRANATIONAL UNION

The article proposes new category that can be employed to describe fiscal interactions among member-states of supra(inter)national union – inter-state budgetary diffusion. We present basic conceptual features and spheres of occurrence of this phenomenon. The reasonability of application of this category when dealing with supranational budgetary systems is discussed as well as some parametrical (index) characteristics are suggested, in particular an integral index of inter-state budgetary diffusion in an international union and a degree of mega-regional budgetary diffusion of a union’s member state. Some possible ways of application and interpretation of these indicators with respect to the European Union are proposed. The S-like curve is revealed to be the most likely demonstration of the typical trend for the inter-state budgetary diffusion process.

Features for territorial and chronological changes in the orientations of the concept of lean production argued. Strict adherence to internal standards that ensure quality and speed of execution of productive and administrative tasks with necessary expenses (without expenses) on creation of value for the consumer and economic benefits in the future is characteristic for Japan. In the US, the quality and performance is achieved by the Executive within a professional competence through the use of appropriate tools. For Europe, characteristic is the use of lean tools to produce the desired result in clearly planned terms. In France, especially important is compliance with social standards on labor conditions and environment protection while increasing productivity. Achievements of the world auto industry leaders in lean improvements that ensure adoption of lean thinking and lean culture are represented. The changes in the way of management of the enterprise are introduced by overcoming: (1) production issues (economic order quantity determination, establishing effective use of limited resources, development of efficient production schedule, planning of the production process and production areas); (2) organizational issues (value stream for all structural units determination, empowerment particular executor, focusing on the value stream for customer through process improvement and losses elimination). The feasibility of the introduction of company management on the principles of lean is proved taking into account peculiarities of the national economy through the prism of public-private partnership: public institutions, social organizations, top management of companies and stakeholders (primarily suppliers and customers). It was discovered that search for ways to overcome the external imbalances contributes to the development of partnerships at different levels: regional, national, supranational and global. The conclusion is made that the state support is crucial for the dissemination of the concept of lean production. Network of nongovernment organizations promotes ideas of lean thinking and practice through trainings, conferences and webinars (Internet-network), summits (full-time plenary). Top management must be ready for continuously transformations and trainings, development and improvement, which are the basis of successful practical implementation of the concept of lean production. This will increase productivity and improve working conditions through the mobilization of resources, increased standardization of processes and social dialogue with staff. Experience for the introduction of elements of the concept and implementation of the tools of lean production at domestic enterprises, which confirms the effectiveness and appropriateness of active implementation is considered.

The theoretical foundations of benchmarking and its application and vectors of development in the economy are substantiated. The concept and types of benchmarking, methods of research, analysis of environment, development and implementation of benchmarking in a company are studied. The author characterizes the circle of questions that can be settled by using benchmarking techniques. Benchmarking is just developing in Ukraine. It is an important factor of economic development. The usefulness of benchmarking consists in the fact that production processes, trading operations and marketing functions are best managed if the company analyses and implements best practices, methods and technologies of the leading enterprises or industries. The author offers to use benchmarking as an effective instrument of the world economy.
