The authors investigate the law-theoretic and methodological aspects of convergent principles of public service development in Ukraine in the context of its integration into the European Union, perform a comparative analysis of main integration models, and substantiate the adaptation-implementation model for development of the Ukrainian public service. The authors determine the positive and negative factors which influence the development of public service and put forward suggestions for strengthening of public service capacity in the sphere of European integration.

The paper raises geographic and political issues of Europe, analyses integration processes that will take place when Central and Eastern European countries join the European Union. The author arrives at conclusion that new countrymembers will gain advantages after implementation of reforms, forecasts political and economic consequences of Europe’s enlargement. The model of successful reforms has been worked out provided revenues and losses of oligarchs, their accomplices, civil servants, new market participants, and application of a new tax system. Done calculations prove that European enlargement brings significant economic advantages to new entrants and minor ones to others. Basing on the comprehensive analysis of the European Union economic development the author defines specific features of the Western European economy, analyses reproductive, technological, and industrial capital structure changes, and shows problems connected with investment implementations and communication structure development. Unification of state economic policy instruments with the help of the subsidiarity principle actualizes the issues of harmonization and definition of the EU countries’ development priorities. As a result, the discussion of financial policy and credit system problems, big and small economic cycles of development, and the Western-European countries’ world economic relations is very actual. In the past two decades there was an apparent effort of a number of East and Central European countries to stabilize their economies toward establishing a market economy and achieve sustainable economic growth. This paper is aimed to review and analyze the monetary policy and its effects on sustainable growth. The Greek experience from the EU membership

The paper presents further quantitative estimates of the trade and welfare effects of the entrance of Greece into the E.U. and formulates a tool for assessing the impact of the candidate countries’ accession to the E.U. Static and dynamic effects of the entrance of Greece into the EU are examined. Upon the examination of the static effects, it has been shown that there was a «net» trade creation of about 1.6 billion U.S dollars, which accounted for approximately 4.4% of the GDP produced in the year before the accession. It was also found out that 86% of the total trade creation was internal trade creation, while 84% of the total trade diversion was external trade diversion. These results accord with the theory of the customs union. As a result of examining the dynamic effects it has been found out that the entrance of Greece into the E.U. was mixed in the various sectors. It was found that for about two thirds of the examined sectors, the integration of Greece into the E.U. has been desirable. In general, however, the integration indexes found are very close to unity showing that the dynamic effects of the entrance of Greece into the E.U. have been minimal. The results and consequences of the EU enlargement to the East are investigated, especially is emphasized the impact it has on trade flows of the CEE countries. The model experiments are analyzed, i. e. Computable General Equilibrium Model is employed, and the database is aggregated into 5 regions and 8 sectors of economy. Besides, the concept of the effect of technological gap between the FSU and other countries is introduced. The article examines the consequences for the EU countries of the eco-nomic sanctions which are used by them against Russia as the reaction on its aggressive acts in Crimea and Donbass as well as of counter-sanctions («self-sanctions»), which Russia has pronounced against such countries. There are made some forecast on the base of this analyses as for possible impact of these consequences on the sanctioned states regarding further use of the announced economic restrictions in relations with Russia.

A comparative analysis of the coefficient of participation in the international division of labor and the coefficient of export efficiency of Ukraine and its main trading partners have been carried out. The indicators of development of goods and services exports to the EU countries are analyzed. On the basis of the "Input-Output" tables export orientation, import dependence and structure of import flows of certain types of economic activity were calculated. It is determined that the low share of imports in accumulation on the background of domestic science inability to produce innovative and technologically advanced products shows conservatism in industrial policy and production on a morally and technically obsolete equipment that does not meet the requirements of scientific and technological progress. Most likely, Ukraine's export potential will be stimulated by the growth of demand from key partners from the EU, but it is worth noting that the rise in prices of goods for intermediate consumption from abroad, as well as the deterioration of price terms of trade, will restrain the possibility of increasing Ukraine's exports.

The main purpose of the publication is the development of theoretical approaches, the systematization of the results of analysis and the identification of modern trends in the transformation of socio-economic systems under the conditions of integration transformations and the definition of measures for promoting effective integration of Ukrainian economy into the modern international environment. The features are identified and problematic aspects of the current stage of socio-economic development of Ukraine are singled out. It is emphasized that the dynamism of the economic environment, globalization and integration of the socio-economic space, informatization, and the introduction of innovations lead to the transformation of existing socio-economic systems. The factors that influence the formation of the modern socio-economic system and the conceptual foundations of providing economic development of Ukraine are revealed. It is concluded that in order to implement the existing tasks of ensuring integration changes in the Ukrainian economy it is necessary to rely on its own potential and the construction of an effective system of state regulation of socio-economic processes in a rational combination with market mechanisms. The effectiveness model elements of the socio-demographic potential formation are proposed. The focus is made on the state regulation priority directions of the country's socio-economic development through the development of state programs in the context of main directions of socio-economic systems functioning and measures that need to be implemented. The attention is drawn to the value of cluster associations in the transformation of society. The key directions of transformations, the public administration effectiveness ensuring and promoting of stabilization implementation model and country's economic growth are substantiated.
