The article analyses the national and regional markets for services in Ukraine in statics and dynamics. The diagnostics was performed from the standpoint of structural transformation of the markets exhibiting deep qualitative changes. Empirical assessment corroborated that Ukraine’s economy and its regions acquire attributes of servicization, which generally corresponds with tendencies in the development of European markets for services. The authors identify impediments to activation of structural transformation on the national and regional services markets, which is necessary to satisfy the EU criteria and facilitate the European integration of Ukraine.

The concept and trends of regional development in Slovakia are analyzed in the article. Based on the analysis of data on key macro- and microeconomic, environmental and socio-demo Figureic indicators, differences within regions of Slovakia are singled out. The article describes the evolutionary features of regional development policy, its institutional framework and implementation mechanisms in the country. The call for action to ensure higher levels of financial autonomy on regional level is based on analysis of financial autonomy of regional units. The significant regional disparities within regions are still actual, despite considerable efforts done within cohesion policy.

The article elaborates on the concepts of region and regionalization. The authors show ways for adopting the European system for unification of regional units (NUTS) in Ukraine. The authors systemize and classification European countries into unitary, regional and federal states; highlight the conditions for re-gionalization; and study the aspects of subsidiarity in the context of the on-going decentralization. The authors provide substantiation for approaches to reformation of the administrative and territorial structure of Ukraine and develop the historical-economic approach to its regionalization, according to which Ukraine is viewed as a unitary state comprising 19 krays: Donbass, Galicia-Bukovina, Sloboda Ukraine, Land of Kyiv, Central Ukraine, Black Sea Region, Pontic Steppe, Left-Bank Ukraine, Podolia, Right-Bank Ukraine, Carpathians and Zakarpattia, Pryazovia, Eastern Volhynia, Western Volhynia, Western Polissia, Budjak, Eastern Polissia, Land of Severia, Taurica.

The authors consider the forms of citizen participation in the state and re-gional administration. The basic principles of democratic participation of citizens in local government and interaction with the public, developed by international organizations, are underlined. Formation of the legal framework for public partici-pation in Ukraine and its disadvantages are shown. The practice of public partici-pation in Ukraine, especially experience 2015–2016 as for the reporting of main managers of funds of the regional budget in Ternopil region, is analyzed and its problems are shown. The main directions of improvement of mechanisms and forms of public participation in the regional administration in Ukraine on the ba-ses of the synthesis of existing international standards and analysis of public participation practice are suggested.

The concept of regionalization development in the Bulgarian Republic has been substantiated. The evolution of the regional development in the national economy has been revealed. The efficiency in the territorial administrative management has been analyzed. The practice of the territorial management in the market conditions has been demonstrated. Particular attention has been drawn to the analysis of the basic models of strategic planning and regulatory basis. Methods of transition from monocentrism to a moderate polycentrism with its perspective transformation into developed polycentrism have been outlined. Due to the principles of the regional European policy, the financial mechanism of Bulgarian regions, that is oriented toward decrease of the regional differentiations, has been examined. Thus, we can outline the following four strategic aims of the article: -to achieve a balanced and contrast regional development; -to overcome internal and regional asymmetry in the context of the European cohesion policy; - to gain a rational, steady and encompassing increase.

The basic preconditions and the position of regional policy in the economics of Russia are shown. In accordance with the objectives of public administration regions, the main priorities of regional policy are allocated. It is emphasized that in the present conditions of socio-economic development of regions an important role is played by the strategic planning and management. Among the mechanisms for the implementation of regional development strategies the economic policy of the authorities in the region of the Russian Federation is highlighted; the regional budget; the mechanism of public-private partnerships; regional programs; system of federal target programs and other tools targeted funding from the federal budget. Among the mechanisms for the implementation of regional development strategies, the economic policy of the authorities in the region of the Russian Federation are allocated; the regional budget; the mechanism of public-private partnerships; regional programs; system of federal target programs and other tools targeted funding from the federal budget. Four stages of formation of the concept of Russia's regional policy are allocated, sequence and the contents of which are caused not so much by the logic of the process of regional development, but by a change in the logic of the social conditions of the country. Possible sources of financial support in the region are shown, among which critical importance belongs to resources of the budget. Currently, there are two important priorities of a long-term socio-economic development in Russia – the creation of an innovative economy and the development of human capital, including raising the quality of life of the population. One of the important ways of nation-achieving these objectives should be re-industrialization of the economy as a new economic development model that meets modern technological challenges.

Low investment and other mistakes made in the process of transport development has led to the situation where even the infrastructure of the most developed transport branches does not correspond to European standards. Underdevelopment of transport infrastructure in Poland has become one of the main barriers to growth and modernization of the country. Well-developed transport infrastructure is an important determinant of socio-economic development. Over 25 years after the start of the economic transformation in Poland, the condition of transport infrastructure in this country remains unsatisfactory. However, since the accession to the European Union, the development of transport infrastructure in Poland has improved significantly. Funds from the EU have contributed significantly to this progress. The current financial perspective may be the last chance for Poland to get EU funding for transport infrastructure development in such a large scale. Therefore, it is particularly important that the allocated funds are fully absorbed. For this to happen, project beneficiaries should be able to obtain funds for their own contributions. The increase in bond yields related to rating downgrade, weakening banks or shifting funds from investment to consumption may weaken Poland’s ability to take advantage of opportunities arising from EU funds.

Grouping of regions of Ukraine is conducted by value integral indexes of economic activity of their industry. In accordance with certain gradation, for most areas (20 in 2015 against 23th in 2014) characteristic was a subzero value of economic activity, caused by the negative values of financial result from ordinary activity to taxation. Drawn conclusion, that one of reasons of unprofitableness of domestic industry there is an excessive volume of other (unconnected with basic activity) charges. For more detailed study of this situation necessary is working out in detail of these charges in the financial reporting of enterprises. For the increase of economic activity of industry of regions, creation of educational-scientifically-productive centers of branch and regional aspiration offers. The aim of functioning of such centers is an increase of level of qualification of workers and innovative constituent of technological development of industries and regional economies in accordance with the necessities of market that will assist the increase of volume of hi-tech products and in a result - positive dynamics of economic potential (assets) and financial results of industry of regions.

The problem was raised of the public entrepreneurship role as a factor affecting the development of the regions. The urgency of the research is due to the fact that the issue of state participation in the national and regional economies remains controversial in economic science. This is especially important for the countries with emerging markets. For Ukraine the importance of the research is peculiar because another wave of privatization is expected. The author offered her method of analysis that complements the existing approaches to evaluating the effectiveness of the institutional phenomenon, in particular, the use of the methods for comparative analysis of the concentration of state business in the world countries and Ukraine, and assessment of state entrepreneurship functional load in specific regions. The empirical analysis is made, and the functions of public entrepreneurship formed for ensuring the regional development. The conclusion is made on the appearance of economic, social, environmental and political risks when making unreasonable decisions about the prospects for public entrepreneurship, and suggestions are substantiated for the selection of the criterial base for institutional changes in entrepreneurship development all through the regions.

Nowadays a foreign policy is no longer the domain of national governments and the role of international relations at the level of regions and cities is growing. For these territorial units, it is a way to build their competitive position in a globalising world. The paper aims at examining the structure of the directions of international relations of the Polish voivodeships and cities – regional capitals, taking into account the role that the Ukrainian regions and cities play in this structure. Observations were made regarding differences in the directions of international activity of the voivodeships and their capitals as well as the dynamics of this phenomenon over time, and conclusions were drawn recommending the involvement of territorial units in international cooperation. Bilateral relations with partner cities and regions prove to be only a prelude to network integration which for years has been promoted by the structures of the European Union, first by its support for Euroregions, and in the last decade through the creation of European Groupings of Territorial Cooperation. The involvement of regions and cities in the structures of international cooperation can significantly affect the creation of a strong competitive position in the territorial market.

Assessment of the state of industrial sector during 2011-2015 in the profile of the regions of Ukraine according to their level of innovation activity is made. Low level of innovation activity for most regions is defined as common based on the analysis of such key indicators for innovation activity of industrial agents as share of enterprises that innovate in relation to total number of industrial enterprises; share of innovative products sold in relation to total volume of industrial products sold; share of innovation costs in relation to total volume of capital costs. Besides, the reduction of the middle level group of innovation activity is observed (7 regions in 2015 against 12 regions in 2013) that testifies to the setback of the regions innovation development and absence of positive dynamics as well. The ranking of Ukrainian regions is built according to the values of innovation activity integral index for industrial sector. Also set of measures aimed at the promotion of innovation activity under globalization are suggested.

This article deals with changes of a spatial structure of the world economy, which has complex and heterogeneous hierarchy. It specifies that multipurposeness and complex structuring are becoming global signs of regionalization processes and highlights the enhanced role of regional competitiveness within the context of global transformation. The emphasis is laid upon the objectiveness of the global regionalization process, which characterizes processes of the world economy development whilst global regions are becoming its main system elements. This paper stresses that global regionalization development is reflected through a new global space structure. It suggests a methodic toolbox of comprehensive assessment of regional integration development processes with due consideration of various aspects (trade, industrial and market integration), which provides for a comparative analysis of global regions` development or of certain integration associations according to the development level of integration processes on the basis of suggested integrated index.

Using the method of system dynamics, hypotheses about functioning of the mechanism of energy saving stimulation in buildings and its ecologization tools have been proposed and tested. The results of the survey conducted by domestic and foreign experts were used as the main empirical data for analysis and modeling. The constructed simulation models have allowed to prove the advisability of using multicriteria assessment of energy saving measures effectiveness, as well as to test the recommendations we propose concerning ecologization of the energy saving process by integrating environmental and social assessments into the rules for making investment decisions. Methods of system dynamics revealed undesirable consequences and points of resistance, which can cause the failure of the proposed intervention
